There will not be a rule specifically banning any glues / tuners, but the ITTF is proposing a general rules that no substances are allowed to alter the characteristics of the topsheet and the VOC content is below the legal limit (which the falco is).... it will be up to an umpire to decide whether a rubber is legal or not...

A very stupid proposal IMO, and something which is still being debated, and no official announcemetn has been made...

according to the rule sheet.

+++++++++++++++++
1. According to the ITTF, glueing with glues containing volatile organic compounds (VOC) is allowed in special circumstances. Here are the conditions for use of VOC glues after the ‘speed glue ban’:

a) The bat has to be kept outside the packing or case for at least 48 hours before using it in an official game.

b) A wallet/case should not be used that was previously used to house a speed-glued bat or replacement rubbers as there is a risk that the new bat is “contaminated“ in the old case.

2. When using VOC-free water-based glues tests have shown that rubbers - even when aired before packing by the manufacturer – are still containing remainders of solvents (through glueing of the upper rubber with the sponge, which is at present only possible with glues containing VOCs). Japanese and Chinese rubbers contain higher levels of VOCs, and German rubbers less.

3. After September, if you want to buy rubbers and glue them yourself, it is necessary to air rubbers 48 hours before using them.

4. So-called BOOSTERs are offered on the market. According to the ITTF these rubber tuning products will be banned after 1st of September 2008. Using a replacement means a breach of the rules.

5. Rubber care products, such as Spinmax, cleaning foams and liquids etc. contain propellants or solvents are detectable by the ENEZ testing device. There is no danger of detection if the rubbers are cleaned at least 1 hour before the game.

6. We don’t consider these cleaners and care products as material that fall into the category “banned by the ITTF” as they don’t change the original and approved form of the rubbers. Therefore we will continue to stock some of these products.
+++++++++++++

My assumption is that since it refers to boosters, more specifically tuners like Donic Powerboost, DHS Intensifier etc etc. But since the Falco is a glue, would that make it exempt?

These look like someone's interpretation of the rules, where did this sheet come from?

Under these rules, since the unlimited is not a booster or tuner but is a 'speed glue', it migth well pass... but in the end it's up to an umpire...

There still has been no official rules on the tubers/boosters by the ITTF so we need to see the exact wording to make a better decision...

If your booster don't get ENEZ turned on and your rubber+sponge don't surpass the 4mm limit there's no way to detect booster use.
